GUIDANCE ON RESPONSIBLE   BUSINESS IN CONFLICT-AFFECTED  AND HIGH-RISK AREAS:    A RESOURCE FOR COMPANIES AND INVESTORS A joint UN Global Compact – PRI publication “Guidance on Responsible Business in Conflict-Affected and High-risk Areas:  A Resource for Companies and Investors”   aims to assist companies in implementing  responsible business practices in conflict-affected and high-risk are as consistent with the Global  Compact Ten Principles. It seeks to provide a common reference point for const ructive dialogue  between companies and investors on what constitutes responsible busine ss practices in difficult  operating environments, though it does not provide guidance on investme nt practices of financial  institutions. This voluntary guidance aims to complement applicable national and inte rnational laws by  promoting international good practice. It does not presume to replace the p rivate sector’s legal  rights and duties to their home and host country governments. Voluntary a pproaches cannot be  a substitute for government action, but they can reinforce the positive imp acts of investment in  conflict-affected and high-risk areas.  This guidance is designed to stimulate learning and dialogue and to promote co llective action  and innovative partnerships through Global Compact Local Networks and o ther initiatives. It was  developed by the United Nations Global Compact Office, the Principles for Re sponsible Invest- ment (PRI) initiative and an expert group comprised of company representa tives, investors, civil  society leaders, UN representatives and others. It was informed by good co rporate practices  from around the world, as well as a series of multi-stakeholder events (Ist anbul; New York;  Khartoum; Tokyo). Global Compact Board members and Global Compact Loc al Networks have  also been involved in its development. It is subject to review in the light of new deve lopments and  – like all guidance developed by the Global Compact Office – it is voluntary.
