NAP Development Process
Status
The Tanzania Government committed to developing a NAP in March 2023.
Process
The Human Rights Action Plan (2013-2017) of the Tanzanian Government tasked the Commission for Human Rights and Good Governance (CHRAGG) with developing a National Baseline Study on Business and Human Rights and to support the development of a National Action Plan on Business and Human Rights. The baseline study was published in November 2017 (see below for more information on this process).
In April 2023 the Commission for Human Rights and Good Governance (CHRAGG) set up a Road Map Concept Note on the Development to the Tanzania National Action Plan on Business and Human Rights.
The stages towards development of the NAP-BHR listed in the concept note are:
- Development of a Roadmap on NAP-BHR process
- Validation of Roadmap
- National stakeholders dialogue meeting
- Review of the NBA 2017
- Validation of the new NBA
- Consultative meetings with thematic working groups and special interest groups
- Consensus building meetings
- Drafting a NAP document
- Submission of the draft NAP to the government for approval
In November 2023, a National Steering Committee for NAP development was established.
On 5-6 December 2023, the Commission for Human Rights and Good Governance (CHRAGG) conducted a workshop on the Tanzania NAP on business and human rights development process in Arusha with members of the National Steering Committee (NSC) and the Minister of Constitution and Legal Affairs.
National Baseline Assessment (NBA)
• Published in November 2017 and available here.
• Commissioned by the State to inform the development of an inaugural BHR NAP, which is under development as of February 2023. Funded by the US Department of State, Department of Democracy, Human Rights and Labour.
• Conducted by the National Human Rights Institution (the Tanzania Commission for Human Rights) with support from a civil society organisation (Business and Human Rights Tanzania).
• Utilised the DIHR/ ICAR National Baseline Assessment Template. Based on desktop research, interviews with key stakeholders, three field missions (to gather case study experiences in the agricultural, mining and tourism sectors in Tanzania Mainland and Zanzibar.), and three consultation meetings with key stakeholders. Contains recommendations.
